Can a member of the public buy a .co.il here?
Not established. That is not a No: it means at least one of the three things (Hebrew storefront, shekel pricing, .co.il offered) was not found on the page we read.
Namespaces on its own page
A header reading "קניית דומיין ישראלי ב ₪80", and "95 ₪" reduced from "110 ₪" beside a label reading "fun.il"

A read establishes what one page showed on one day. It is not a test of the registrar, its support, its uptime or its transfer process, and this site has run no such test on any of them.
What we noticed
No namespace is recorded, deliberately. The page prices something labelled "fun.il", which is not a second level ISOC-IL delegates, and the header figure names no namespace at all. Reading either as a .co.il price would be a guess dressed as a fact, so the strings are quoted and the namespace list left empty.
