Can a member of the public buy a .co.il here?
Yes, on the evidence of its own storefront: a Hebrew interface, a shekel price, and .co.il among the namespaces offered.

What its page printed
"דומיין ישראלי ב 99.45 ₪" (an Israeli domain at 99.45 shekels). No VAT breakdown appears beside it.
A read establishes what one page showed on one day. It is not a test of the registrar, its support, its uptime or its transfer process, and this site has run no such test on any of them.
What we noticed
The only figure read with no tax treatment stated, so whether 99.45 includes VAT is not established.
