Can a member of the public buy a .ru here?

Yes, on the evidence of its own storefront: a Russian interface, .ru among the namespaces offered, and a RUB price printed with its VAT treatment on 2026-10-15.

.ru

What its page printed

"Регистрация одного доменного имени на один год 1500 ₽ 1500 ₽" (.RU, .РФ); renewal "1500 ₽"; "Стоимость услуг не облагается НДС в соответствии с положениями главы 26.2 НК РФ."

Read from https://parpro.ru/ on 2026-10-15. A storefront read establishes the language, the currency and the figure the page printed that day. It does not establish support quality, uptime or what a renewal will cost next year.

How the Russia storefronts were read

The Coordination Center's list of 185 accredited .RU/.РФ registrars was read at cctld.ru (English version, for Latin names) and nine of the largest retail sellers on it were opened in a real browser; no page was blocked by sanctions or geo-restriction. Two print a .ru price with tax treatment: Beget (199 ₽ first year, 420 ₽ renewal, "с учетом НДС", though it still prints 20%) and R01 (635 руб. "с учетом НДС=22%"). REG.RU, RU-CENTER, SpaceWeb, Webnames and masterhost print rouble prices without НДС wording; Timeweb returned HTTP 502 twice and 2DOMAINS showed no prices. On 2026-10-15 the remaining 172 registrars on the Coordination Center for TLD RU's list that publish a website were opened, so every registrar on the list with a published website has now been tried: 158 were read, 14 could not be, and 2 more print a comparable .ru price.
