Ukraine's rule is about trademarks, not geography, and it is the single most important thing to know before shopping. A name directly under .ua is available only to the owner of a trademark matching the domain. Everyone else uses the third levels, and .com.ua, .in.ua, .net.ua and .org.ua are open to all without restriction. So a Ukrainian business without a registered mark is not being excluded, it is being pointed at .com.ua.
